Client: Devens Enterprise Commission

Working as a collaborator with the Sustainable Performance Institute, our team worked with the Devens Enterprise Commission (DEC) to design incentive programs that encourage innovative sustainable development projects. The Devens Regional Enterprise Zone is a 4,400 acre community redeveloped on a former military base as a model of sustainable redevelopment. Future development planned includes new biotech manufacturing facilities, commercial offices and residential neighborhoods as well as some adaptive reuse of existing buildings.

Our process for identifying and developing the most effective incentive program ideas for Devens included a multi-pronged approach:

  • Stakeholder engagement and interviews with owners and developers,

  • Assessment of current goals and alignment with future MA state and local policies,

  • Comparisons with regional regulations and green/energy incentives.

Our proposed programs incorporate specific ideas and incentives across many development and infrastructure areas including:
